But Peter, standing up with the eleven, lifted up his voice, and said unto them, Ye men of Judæa, and all ye that dwell at Jerusalem, be this known unto you, and hearken to my words:  For these are not drunken, as ye suppose, seeing it is but the third hour of the day.  But this is that which was spoken by the prophet Joel;  And it shall come to pass in the last days, saith God, I will pour out of my Spirit upon all flesh: and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams: And on my servants and on my handmaidens I will pour out in those days of my Spirit; and they shall prophesy: And I will shew wonders in heaven above, and signs in the earth beneath; blood, and fire, and vapour of smoke:  The sun shall be turned into darkness, and the moon into blood, before that great and notable day of the Lord come:

 

Following Jesus' command, the Holy Spirit came upon those who gathered in Mark's upper room and prayed. After Jesus' resurrection and ascension, the Holy Spirit who came to those who had gathered in Mark's upper room and devoted themselves to prayer was proclaiming a new era. It was the time when the Old Testament was fulfilled, the time when all people communicated and became one in the Gospel, and the time when men and women, young and old, regardless of their status, were filled with the Spirit.

On this day, the full presence of the Holy Spirit changed everything. The Holy Spirit established even Peter, who was full of fears and mistakes, to become a bold preacher of God's Word. In the midst of this wonderful situation, before the crowd who were confused and mocked that they had been drunk with another drink, Peter stood up with the eleven apostles. And Peter explained to many people in each country who had gathered there that this incomprehensible and surprising phenomenon was the fulfillment of God's promise in the book of Joel, the coming of the Holy Spirit.

But this is that which was spoken by the prophet Joel; And it shall come to pass in the last days, saith God, I will pour out of my Spirit upon all flesh: and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams:

In the Old Testament, acts symbolized by the coming and anointing of the Holy Spirit were directed only to special types of people such as prophets, priests, and kings. However, after Jesus, who came in the flesh, suffered, died, resurrected and ascended for all humans, the Holy Spirit came upon the crowd waiting for what God had promised, the people in Mark's upper room who believed that Jesus is the Lord. Joel was not the only fulfilled word of the Old Testament. Through Psalm 22, David, who foretold Jesus' suffering, also testifies of Jesus in many places in the Psalm, and Peter, through a quote from one of the psalms, shows that David also testified of the resurrection of Christ.
